Penelitian ini bertujuan menganalisis dampak efisiensi anggaran, dukungan kepemimpinan, dan manajemen organisasi terhadap pengembangan sumber daya manusia (SDM) melalui kualitas program pelatihan pada Badan Pengembangan Sumber Daya Manusia Hukum Kementerian Hukum Republik Indonesia. Permasalahan yang dikaji adalah bagaimana meningkatkan pengembangan SDM di tengah tuntutan efisiensi anggaran dan dinamika organisasi sektor publik, serta peran kualitas program pelatihan dalam memediasi pengaruh faktor-faktor organisasi tersebut. Solusi yang ditawarkan adalah penguatan pengelolaan anggaran, dukungan kepemimpinan, dan manajemen organisasi yang efektif melalui penyelenggaraan pelatihan yang berkualitas. Penelitian menggunakan pendekatan kuantitatif dengan metode survei. Objek penelitian adalah seluruh pegawai berjumlah 275 orang dengan teknik sampel jenuh. Data dikumpulkan melalui kuesioner berbasis indikator variabel dan dianalisis menggunakan Structural Equation Model (SEM) berbasis Partial Least Square (PLS) dengan SmartPLS 4. Hasil penelitian menunjukkan bahwa efisiensi anggaran, dukungan kepemimpinan, dan manajemen organisasi berpengaruh positif dan signifikan terhadap kualitas program pelatihan. Keempat variabel tersebut juga berpengaruh positif dan signifikan terhadap pengembangan SDM. Selain itu, kualitas program pelatihan terbukti memediasi secara signifikan hubungan antara ketiga variabel independen dengan pengembangan SDM. Disimpulkan bahwa peningkatan pengembangan SDM dapat dicapai melalui pengelolaan anggaran yang efisien, dukungan kepemimpinan yang kuat, manajemen organisasi yang efektif, serta pelaksanaan program pelatihan yang berkualitas.
