ABTRACT
The belleza apartment area is an office and apartment business area that requires building management services and operational equipment maintenance services such as technician services, cleaning, security, parking and others, therefore management strives to expect improvements and improvements to the operational system in order to get the maintenance process which is both effective and efficient. One of the main factors in building maintenance is the expenditure of maintenance costs, therefore this study was conducted to identify wasted labor costs in the maintenance department by measuring activities that have added value (value added) and activities that do not have added value (non-value added). . The purpose of this research is to obtain an efficient use of labor with guaranteed quality in carrying out maintenance. This research was carried out using a quantitative method to see the optimization of the maintenance system by eliminating waste and increasing value added. Then if the optimization of the system is implemented, it will obtain a workforce savings of 5 people with a cost efficiency of 13 % of the total expenditure on wages for labor building equipment maintenance.

ABTRAK
Kawasan apartement belleza merupakan kawasan bisnis perkantoran dan apartemen yang memerlukan jasa penggelolaan gedung dan jasa perawatan peralatan oprasional nya seperti jasa teknisi, kebersihan, keamanan, parkir dan lain lain, oleh karena itu management berupaya dalam mengharapkan perbaikan dan penyempurnaan sistem operasional agar mendapat kan proses pemeliharaan yang efectif dan juga efisien. Salah satu faktor utama dalam pemeliharaan gedung adalah adanya penggeluaran biaya pemeliharaan, oleh karena itu penelitian ini dlakukan untuk mengidentifikasi pemborosan biaya tenaga kerja bagian pemeliharaan dengan mengukur kegiatan yang memiliki nilai tambah (valu added) dan kegiatan yang tidak memiliki nilai tambah (non valu added). Adapun tujuan dari penelitian ini adalah untuk mendapatkan efisiensi penggunaan tenaga kerja dengan kualitas yang tetap terjamin dalam melakukan pemeliharaan. Penilitian ini dilakukan dengan metode kuantitatif untuk melihat oftimalisasi sistem pemeliharaan dengan menghilangkan pemborosan (waste) dan meningkatkan nilai tambah (valu added) kemudian jika oftimalisasi sistem diterapkan maka akan memperoleh penghematan tenaga kerja 5 orang dengan efisiensi biaya 13% dari total penggeluaran biaya upah untuk tenaga kerja pemeliharaan peralatan gedung.
