Abstract

Preliminary examination is a very important process for law enforcement. This is understandable because the preliminary examination is the entry point for criminal cases, thus determining the next process. A quality preliminary examination has the potential to materialize truth. Vice versa, if the process is problematic from the start it will threaten the realization of material truth and justice. To anticipate this, people who are ensnared in legal problems as reported or suspects need to get legal assistance from the Legal Aid Institute, especially for those who are economically weak and vulnerable. The absence of legal aid providers, in this case, will bring the reported person or suspect into law enforcement catastrophe which will result in the taking away of human rights as the essence of law enforcement itself. The loss of the essence of law enforcement, the law is like a body without a soul. The implementation method in this activity is divided into three stages. The first stage is the pre-activity stage. The second stage is the implementation stage. While the last stage is the activity evaluation stage. Next, the implementation method used in each stage will be described: a. PreActivity This stage is the initial stage before the implementation of community service. In general, this stage has started since determining the theme of the activity and the location of the service. In this dedication, the theme taken relates to legal aid counseling by Legal Aid Institutions. This description concludes 2 (two) things, namely; The community experienced many difficulties in the preliminary process, including violence, torture and pressure. There are also community constraints on understanding the law, including evidence. Thus, such a process will hinder the realization of material truth. Instead, what happened was a 'misguided justice' that deprived human rights, and; people who experience legal cases need to get legal aid services from Legal Aid Institutions, to ensure that the due process of law runs as it should. With the existence of these legal services, things that hinder the realization of material truth will be overcome. Therefore, all parties will find justice
