Perum Peruri, in its role as GovTech Indonesia, faces challenges in managing human resource (HR) assessment data, which is currently handled manually using spreadsheets. This process poses risks of human error, reporting delays, limited visualization, and a lack of real-time information access. This study aims to analyze user needs and design an HR assessment management information system using a Design Thinking approach and a mixed-method methodology. The research stages, which consist of empathize, define, ideate, prototype, and testing, resulted in UML modeling and a clickable high-fidelity prototype. The proposed system features an analytical dashboard, batch upload capabilities, dynamic filters, and a personal assessment access portal. Based on the usability evaluation, the prototype achieved an effectiveness rate (task completion rate) of 96.51% and a System Usability Scale (SUS) score of 82, classifying it as "good to excellent". These findings demonstrate that the system design offers a high level of usability and is viable for implementation.
