Abstract

The duplication of population data within the Department of Population and Civil Registration of Sabu Raijua Regency poses a critical impediment to the integrity of the Population Administration Information System (SIAK). This systemic constraint is primarily driven by infrastructure dependencies, insufficient operator competencies, and a lack of stringent managerial oversight. This study aims to evaluate the capability level of Information Technology (IT) governance using the COBIT 2019 framework, with a specific focus on the DSS06 domain (Managed Business Process Controls). Adopting a qualitative case study approach, this research utilized data triangulation comprising structured interviews (purposive sampling), field observations, and comprehensive documentary analysis. The empirical findings demonstrate that the aggregate mean capability level is positioned at 2.08 (Managed). Sub-domain
DSS06.03 (Managed Roles, Responsibilities, and Access) emerged as the primary core strength, achieving a score of 3.5 (Established), whereas the lowest performance was identified in DSS06.06 (Monitor Controls) at 1.0 (Performed) due to the absence of independent monitoring initiatives. Strategically, remedial recommendations are directed toward escalating operational controls through the formalization of Standard Operating Procedures (SOP) and the architectural development of a data queuing mechanism to
sustainably mitigate data redundancy risks.
