Abstract

This research analyzes the political dynamics and decision-making process in the People's Representative Council of the Republic of Indonesia (DPR RI) regarding the regulation of increasing the Value Added Tax (VAT) rate to 12%.  Using a qualitative approach with a case study design and literature review, this research examines how various political factors, group interests, and negotiations between actors influence the legislative process.  The research results show the complexity of interactions between factions in the DPR RI, interest groups, and the government in reaching agreement.  This analysis uses political decision making theory, interest group theory, and the concept of bargaining to explain the dynamic and compromise legislative process.  The findings show the dominance of the pro-government faction, the significant role of interest groups, and a complex negotiation process.  This case study also examines the impact of the VAT increase on various economic sectors and social welfare, including real case examples that show the positive and negative impacts.  This research concludes that the decision-making process in the DPR RI regarding the 12% VAT regulation was the result of long political battles and negotiations, with significant implications for fiscal policy and public welfare.  Further research is recommended to explore strategies for mitigating negative impacts and mechanisms for increasing public participation in the decision-making process in the DPR RI.
