This paper discusses three important themes underlying the mainconcepts in the study of political science, namely political modernisation, political development and democracy. In various political science literatures, these three themes always receive an important postion of discussion from political science experts to analyse issues of political culture, the nature of power, the process of political institutionalization, political parties, bureaucracy, democratic institutions (parliament) or judicial institutions as well as more contemporary themes such as electoral dynamics, interest groups, voter behaviour, or the polotical role of the mass media. The current study uses a qualitative approach, descriptive analysis method based on literature study data. This study concludes that political rationality, system capacity, and readiness to transform citizens political culture are not effective enough as prerequisites for political modernization and development, without awareness, knowledge, adaptability, and acceptability of political elites and citizen in accepting various forms of change as a consequence of political modernization. Local democratic tools will also be difficult to work effectively if political modernization fails to adapt the local wisdom and ‘Asian Style’ political culture in the nation concerned.
