Abstract

This study aims to analyze the imbalance in the management of human resources for the Indonesian labor force apparatus to explore how public policy overcomes this gap. The data were obtained using a literature review of previous research from Google Scholar and websites considered credible by considering the publication of data for the last five years. This research method uses qualitative research methods with a descriptive approach. Research data analysis used an interactive model from the concept of Miles and Huberman's research analysis by collecting data, data reduction, data presentation, and concluding, supported by NVivo12 software. The results of this study indicate that inequality in the management of human resources for the workforce in Indonesia is still significantly high because data on civil servants in Indonesia will decrease in 2022 to 3,992,766 million people. In addition, the PNS workforce is still dominated by the 51-60 age group at 1,519,924 million people with a percentage of 38% and shows that graduates of elementary school-senior high school still fill 17% of the education level. Three pillars of public policy are needed to support ASN management, good governance, management, and human resources. The research implication is that the government must encourage the capabilities of the State Civil Apparatus by providing training and skills so that they can remain productive with a limited number of Apparatuses.
