Tujuan penelitian ini untuk mengetahui dan mengkaji lebih dalam mengenai Anggaran Responsif Gender sebagai kebijakan publik serta memahami peranan, peluang, manfaat dan efektivitas Anggaran Responsif Gender sebagai instrumen negara dalam pemenuhan hak perempuan di Indonesia. Data dalam penelitian ini merupakan data sekunder (secondary data) berupa buku-buku, peraturan perundang-undangan, hasil penelitian, artikel, jurnal dan bahan-bahan kepustakaan lainnya yang diperoleh melalui pencarian data di perpustakaan dan penelusuran melalui internet. Penelitian ini menggunakan pendekatan kualitatif dengan analisis deskriptif dan mencoba melihat peluang merubah dengan memberikan rekomendasi atas kebijakan pemerintah dalam pemberdayaan perempuan di Indonesia. Untuk itu ada beberapa solusi, seperti meningkatkan kuota perempuan di parlemen atau menggalakkan pengarusutamaan gender dalam pembangunan. Solusi lainnya adalah menerapkan anggaran responsif gender yang sudah terbukti keberhasilannya di beberapa negara
