Learning evaluation in Islamic boarding schools is generally still oriented towards memorization and basic knowledge, thus failing to measure higher-order thinking skills (HOTS). This condition impacts the low ability of students to analyze, evaluate, and create solutions to Islamic and social issues. This Community Service (PKM) activity aims to improve the competence of teachers and ustadz at Fajar Dunia Islamic Boarding School through training, mentoring, and the development of HOTS-based evaluation instruments. The implementation method includes needs identification, instrument and module design, workshops, instrument trials, evaluation, and dissemination of results
