This study examines the importance of public participation in budget planning as an effort to improve accountability and effectiveness in the use of public funds. The background of the problem arises from numerous cases of misappropriation and inefficiency in fund management, which have led to public dissatisfaction and demands for greater transparency. Using qualitative methods through a literature review analyzing relevant books and journals, this study explores how active public involvement, such as through surveys, community forums, and online platforms, can strengthen budget allocation, policy legitimacy, and oversight of public funds. The results show significant improvements in budget management when public participation is effective, although challenges such as limited access to information, socioeconomic disparities, and pressure on participants remain obstacles. Therefore, the quality of inclusive public participation and institutional support are key to achieving transparency, accountability, and effectiveness in the use of public funds at the regional level. Therefore, policies and training that support meaningful and effective participation are needed.
