Abstract

This study analyzes the implementation of local government administration functions, including planning, organizing, implementing, and supervising public service processes in Unyur Village. The purpose of this study is to assess the extent to which these administrative functions are implemented in public service practices and their effectiveness in improving the quality of public services. The authors observe that the problems that arise in Unyur Village are not only caused by technical factors, but also by the suboptimal use of administrative functions as a basis for service management. The research method uses a descriptive qualitative approach with a literature study technique. The literature study was conducted by collecting and reviewing various literature, including public administration books, regulations related to public services, scientific articles, and relevant previous research results. This technique allows researchers to draw theoretical and empirical understanding of local government administration practices. The results of the study indicate that the implementation of local government administration functions in Unyur Village has been carried out, but not optimally. Planning is not based on community needs, organization is not supported by an effective division of tasks, service delivery is still limited by apparatus capacity, and supervision has not been carried out regularly. The implementation of administrative functions is evident in the village's efforts to prepare annual work plans, divide tasks among employees, implement service standard operating procedures (SOPs), and conduct internal monitoring. However, each of these functions still requires strengthening: planning must be more participatory, organization requires a more proportional task structure, service delivery must be supported by adequate resources, and monitoring must be carried out regularly and measurably.
