Abstract

Corruption is a fundamental problem that has hampered the development of the nation and regions in Indonesia from the beginning of the government to the present day. Corruption not only undermines the way government functions but also creates significant economic and social inequality. This research is important because of its far-reaching impact on regional economic growth, infrastructure quality, and social change, which erode public trust in the state. This research uses a legal approach by analyzing relevant regulations, doctrines, and literature. The results show that corruption causes imbalances in the use of development budgets, reduces the quality of infrastructure projects, and widens the gap between developing and underdeveloped regions. Furthermore, corruption also causes social change through the loss of public trust, increased injustice, and the common perception of corruption in society. The case study of the MBZ Toll Road project supports the finding that corruption in strategic projects hinders inter-regional connections and harms the country economically. The study concludes that corruption is a major obstacle to regional development and healthy social change. Addressing corruption requires improved governance, transparency, law enforcement, digitization of bureaucratic procedures, and public participation to reduce corrupt practices and achieve sustainable and equitable development.
