Laporan TPB Jakarta: Pelopor Pembangunan Berkelanjutan atau Sekadar Formalitas? Studi Evaluasi Peraturan Nasional

Agenda Pembangunan Berkelanjutan 2030 bertujuan menciptakan dunia yang inklusif, adil, dan berkelanjutan di tengah tantangan global seperti pandemi, perubahan iklim, dan ketegangan geopolitik. Dalam konteks ini, laporan TPB/SDGs menjadi alat penting untuk memantau kemajuan, memastikan transparansi, dan mendukung pengambilan keputusan yang efektif. Penelitian ini bertujuan mengevaluasi kesesuaian Laporan Pencapaian TPB/SDGs Provinsi DKI Jakarta dengan ketentuan yang berlaku. Evaluasi dilakukan terhadap kriteria pelaporan berdasarkan Kepmen PPN No. 136/M.PPN/HK/12/2021, cakupan informasi sesuai Kepmen PPN No. 42/M.PPN/HK/04/2020, serta integrasi dan keterkaitan laporan yang merujuk Peraturan Menteri PPN No. 7 Tahun 2018. Pendekatan kualitatif digunakan dengan studi kasus, wawancara dengan Tim Koordinasi Sekretariat SDGs DKI Jakarta, dan telaah dokumen. Analisis dilakukan melalui triangulasi dan konfirmasi informan. Hasil menunjukkan bahwa laporan telah memenuhi sebagian besar ketentuan, dengan kriteria pelaporan yang sesuai dan cakupan informasi yang cukup merujuk pedoman. Laporan mencerminkan integrasi lintas sektor, meskipun beberapa informasi masih perlu pengembangan. Tantangan utama meliputi koordinasi antarinstansi, keterbatasan data, dan kurangnya integrasi platform. Pemerintah DKI Jakarta mengatasi ini melalui peningkatan koordinasi, pelibatan pemangku kepentingan, dan pengembangan platform data terpadu. Laporan TPB/SDGs DKI Jakarta berperan penting dalam mencerminkan upaya pembangunan berkelanjutan, dengan penyesuaian indikator sesuai karakteristik daerah.
