Optimalisasi Pilot/Pandu dalam Rangka Menjamin Keselamatan dan Keamanan Kapal Keluar Masuk Pelabuhan Pekanbaru
Abstract
Kajian ini dilatarbelakangi adanya tantangan dan peluang baik dalam konteks Masyarakat Ekonomi ASEAN (MEA) maupun liberalisasi perdagangan internasional di bidang maritim antara lain mewujudkan Indonesia sebagai negara kepulauan yang mandiri, maju, kuat, dan berdasarkan kepentingan nasional, sehingga perhatian diberikan pada peningkatan kapasitas sumber daya manusia. Sumber daya manusia maritim sangat perlu dilakukan dalam rangka peningkatan daya saing nasional dan optimalisasi transportasi laut untuk meningkatkan penyebaran hasil industri dan hasil alam untuk kesejahteraan dan peningkatan pendapatan negara. Peningkatan kapasitas sumber daya manusia maritim memerlukan manajemen teknis dan struktural dari setiap pengawas dan pelaksana di bidang kemaritiman guna mencapai peningkatan daya saing nasional. Semua pihak perlu bersinergi untuk membangun pembangunan yang berorientasi maritim sejalan dengan konsep kebangsaan Indonesia yang memiliki falsafah Pancasila dalam Wawasan Nusantara.
