ANALISIS KESIAPAN KEK BSD SEBAGAI PUSAT INOVASI DIGITAL: PERAN INFRASTRUKTUR DIGITAL DAN KEBIJAKAN INSENTIF DALAM PENGELOLAAN MANAJEMEN KEUANGAN STARTUP

Abstract. Penelitian ini bertujuan menganalisis kesiapan Kawasan Ekonomi Khusus (KEK) BSD sebagai pusat inovasi digital, dengan mengkaji peran infrastruktur digital dan dampak kebijakan insentif terhadap manajemen keuangan startup. Permasalahan utama adalah kurangnya kajian terpadu yang mengintegrasikan kedua aspek krusial ini, serta tantangan data granular spesifik KEK BSD. Sebagai solusi, penelitian ini menganalisis indikator infrastruktur (kecepatan internet, pusat data, akses listrik) dan dimensi kebijakan insentif (fiskal, perizinan, non-fiskal). Objek penelitian adalah KEK BSD, dengan data sekunder dari laporan pemerintah, industri, dan penyedia layanan, dianalisis menggunakan metode kualitatif deskriptif dan statistika deskriptif. Hasil menunjukkan KEK BSD didukung infrastruktur memadai (serat optik, pusat data Tier III/IV, listrik stabil) dan kebijakan insentif signifikan, meliputi pengurangan PPh 50%, penghematan biaya operasional 40% melalui inkubasi, serta peningkatan tingkat keberhasilan startup hingga 45%. Temuan ini menyimpulkan bahwa KEK BSD memiliki fondasi kuat dan sinergis dari infrastruktur dan kebijakan insentif, menciptakan lingkungan yang sangat kondusif untuk pertumbuhan startup digital dan pengelolaan manajemen keuangan, memberikan keunggulan kompetitif unik dalam ekosistem inovasi digital nasional.
