PEMANFAATAN TEKNOLOGI DIGITAL DALAM STRATEGI MANAJEMEN INOVASI KEUANGAN BLUD UNTUK MENDUKUNG PERENCANAAN ANGGARAN YANG TRANSPARAN DAN AKUNTABEL: STUDI KASUS DI RSUD CEMPAKA PUTIH
Abstract
Abstrak. Penelitian ini bertujuan untuk menganalisis pemanfaatan teknologi digital dalam strategi manajemen inovasi keuangan pada Badan Layanan Umum Daerah (BLUD), khususnya di RSUD Cempaka Putih, dalam rangka mewujudkan perencanaan anggaran yang transparan dan akuntabel. Dalam era digital, rumah sakit sebagai unit layanan publik dituntut untuk mengelola keuangan secara profesional dan terukur guna mendukung pencapaian opini Wajar Tanpa Pengecualian (WTP) dari Badan Pemeriksa Keuangan (BPK). Studi ini menggunakan pendekatan kualitatif-deskriptif dengan teknik pengumpulan data melalui studi dokumentasi, observasi sistem digital, dan wawancara mendalam dengan pihak manajemen RSUD. Hasil penelitian menunjukkan bahwa penerapan sistem digital seperti e- Planning, e-Budgeting, SIPKD, dan SIMRS telah berkontribusi signifikan terhadap efisiensi pengelolaan keuangan rumah sakit, mempercepat proses perencanaan dan pelaporan anggaran, serta meningkatkan akuntabilitas pengambilan keputusan keuangan. Strategi manajemen yang adaptif terhadap teknologi juga memperkuat koordinasi lintas unit serta pengawasan internal berbasis data. Dengan demikian, inovasi digital dalam pengelolaan keuangan BLUD menjadi pilar penting dalam reformasi tata kelola rumah sakit dan mendukung terciptanya sistem keuangan publik yang akuntabel.
