KEMITRAAN PEMERINTAH DAN SWASTA DALAM INOVASI PELAYANAN ADMINISTRASI KEPENDUDUKAN DI KOTA TANGERANG SELATAN: STUDI TEORITIS BERDASARKAN PENDEKATAN COLLABORATIVE GOVERNANCE DAN NEW PUBLIC MANAGEMENT
Abstract
Abstrak. Penelitian ini bertujuan untuk mendalami secara teoritis kemitraan antara pemerintah dan swasta dalam pelaksanaan inovasi pelayanan administrasi kependudukan di Kota Tangerang Selatan. Adapun permasalahan yang ditemukan di antaranya adalah kurang optimalnya sosialisasi, rendahnya literasi masyarakat, serta terbatasnya sumber daya manusia dan infrastruktur pelayanan. Metode yang digunakan dalam studi ini adalah pendekatan kualitatif deskriptif dengan melakukan tinjauan literatur yang berlandaskan pada teori Collaborative Governance dan New Public Management. Temuan dari penelitian menunjukkan bahwa kemitraan yang terjalin antara pemerintah dan swasta memberikan dampak yang positif dalam meningkatkan kualitas pelayanan publik khususnya administrasi kependudukan. Konsep Collaborative Governance diterapkan melalui kerja sama dengan melibatkan partisipasi aktif dari berbagai pihak dalam setiap proses, mulai dari perencanaan, pelaksanaan, evaluasi dan penyempurnaan, yang bersifat symbiosis mutualisme, yaitu semua pihak akan sama-sama mendapatkan dampak positif dan keuntungan dari kerja sama tersebut. Sedangkan konsep New Public Management berfokus pada efisiensi dan pencapaian hasil di antaranya terlaksananya program pemerintah dan meningkatnya profit atau keuntungan dari pihak swasta.
