Transformasi Human Capital Aparatur Sipil Negara Berbasis Inovasi Dalam Menghadapi Era Digital Dan Future Of Work
Abstract
Abstrak. Penelitian ini membahas transformasi human capital Aparatur Sipil Negara (ASN) berbasis inovasi dalam menghadapi era digital dan future of work. Perkembangan teknologi digital, artificial intelligence, big data, serta sistem kerja fleksibel menimbulkan tantangan besar bagi birokrasi sektor publik, terutama terkait kesiapan kompetensi dan budaya kerja ASN. Penelitian ini bertujuan untuk menganalisis transformasi human capital ASN, mengidentifikasi tantangan implementasi birokrasi digital, serta merumuskan strategi inovatif dalam memperkuat adaptabilitas dan profesionalisme ASN. Penelitian menggunakan metode deskriptif kualitatif dengan pendekatan studi kepustakaan melalui analisis regulasi, literatur ilmiah, dokumen kebijakan, dan penelitian terdahulu terkait digital governance, human capital, dan future of work. Hasil penelitian menunjukkan bahwa pemerintah Indonesia telah memperkuat transformasi birokrasi melalui kebijakan Sistem Pemerintahan Berbasis Elektronik (SPBE), manajemen talenta ASN, dan digitalisasi pelayanan publik. Namun, implementasinya masih menghadapi berbagai hambatan, seperti rendahnya literasi digital ASN, budaya birokrasi yang hierarkis, ketimpangan infrastruktur teknologi, serta kesenjangan kompetensi aparatur. Oleh karena itu, transformasi human capital berbasis inovasi menjadi kebutuhan penting melalui penguatan kompetensi digital, kepemimpinan adaptif, manajemen talenta, dan pembangunan budaya birokrasi yang agile serta kolaboratif. Penelitian ini menyimpulkan bahwa keberhasilan transformasi birokrasi digital sangat ditentukan oleh kesiapan human capital ASN dalam beradaptasi terhadap perubahan teknologi dan sistem kerja masa depan.
