Hybrid Working dalam Birokrasi: Transformasi Pola Kerja ASN dan Implikasinya terhadap Produktivitas
Abstract
Abstrak, Penelitian ini bertujuan untuk menganalisis transformasi pola kerja Aparatur Sipil Negara (ASN) melalui implementasi hybrid working serta implikasinya terhadap produktivitas dalam konteks birokrasi digital. Permasalahan utama yang diangkat adalah adanya kesenjangan antara ekspektasi peningkatan produktivitas melalui Flexible Working Arrangement (FWA) dengan realitas tantangan implementasi, seperti keterbatasan infrastruktur, budaya kerja berbasis kehadiran, serta risiko penurunan kesejahteraan mental. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode studi literatur dan dokumentasi terhadap berbagai sumber ilmiah bereputasi dan dokumen kebijakan terkait. Objek kajian meliputi fenomena kerja hibrida pada sektor publik, khususnya ASN di Indonesia. Hasil penelitian menunjukkan bahwa hybrid working berkontribusi positif terhadap produktivitas melalui efisiensi waktu dan peningkatan work life balance, namun dampaknya tidak bersifat langsung karena dimediasi oleh faktor seperti kerja sama tim, komitmen organisasional, dan kepemimpinan berbasis kepercayaan. Penelitian ini menyimpulkan bahwa keberhasilan implementasi hybrid working memerlukan transformasi budaya organisasi dan sistem kinerja berbasis output. Temuan ini mengarah pada konsep “Digital Trust Bureaucracy” sebagai pendekatan baru dalam pengelolaan ASN di era kerja fleksibel.
