About the Journal
Focus and Scope
Pamulang Law Review (PalRev) is a peer-reviewed scholarly journal published by the Faculty of Law, Universitas Pamulang. The journal serves as an academic platform for the dissemination of high-quality legal research, theoretical analyses, and critical studies addressing contemporary legal issues within national, comparative, and international contexts. PalRev welcomes contributions from academics, researchers, legal practitioners, policymakers, and scholars seeking to advance legal knowledge and promote interdisciplinary legal discourse.
The journal publishes original research articles, conceptual papers, and critical reviews that examine legal developments, regulatory frameworks, judicial practices, and emerging legal challenges in both traditional and modern legal systems. Emphasis is placed on innovative, analytical, and evidence-based scholarship that contributes to the development of legal science and public policy.
The scope of the journal includes, but is not limited to, the following fields:
- Criminal Law;
- Civil Law;
- Constitutional Law;
- Administrative Law;
- Agrarian and Land Law;
- Economic and Business Law;
- Islamic Law;
- Customary and Indigenous Law;
- International Law;
- Labour and Employment Law.
PalRev encourages interdisciplinary, comparative, normative, and empirical approaches to legal research and welcomes manuscripts that provide theoretical contributions, practical implications, and policy recommendations relevant to contemporary legal challenges at the national, regional, and global levels.
Peer Review Process
All papers are fully peer-reviewed. We only publish articles that have been reviewed and approved by highly qualified researchers with expertise in a field appropriate (at least two reviewers per article). We used double-blind peer-reviewing process. Detailed information about the flow for the manuscript submission (author) to the acceptance by editor is shown in the following figure.

In short, the steps are:
- Manuscript Submission (by author) (route 1)
- Manuscript Check and Selection (by manager and editors) (route 2). Editors have a right to directly accept, reject, or review. Prior to further processing steps, plagiarism check using Turnitin is applied for each manuscript.
- Manuscript Reviewing Process (by reviewers) (route 3-4)
- Notification of Manuscript Acceptance, Revision, or Rejection (by editor to author based on reviewers comments) (route 5)
- Paper Revision (by author)
- Revision Submission based on Reviewer Suggestion (by author) with the similar flow to point number 1. (route 1)
- If the reviewer seems to be satisfied with revision, notification for acceptance (by editor). (route 6)
- Galley proof and publishing process (route 7 and 8)
The steps point number 1 to 5 are considered as 1 round of the peer-reviewing process (see the grey area in the figure). The editor or editorial board considers the feedback provided by the peer reviewers and arrives at a decision. The following are the most common decisions:
- Accepted, as it is. The journal will publish the paper in its original form;
- Accepted by Minor Revisions, the journal will publish the paper and asks the author to make small corrections (let authors revised with stipulated time);
- Accepted by Major Revisions, the journal will publish the paper provided the authors make the changes suggested by the reviewers and/or editors (let authors revised with stipulated time);
- Resubmit (conditional rejection), the journal is willing to reconsider the paper in another round of decision making after the authors make major changes;
- Rejected (outright rejection), the journal will not publish the paper or reconsider it even if the authors make major revisions.
Publication Frequency
Pamulang Law Review (PalRev) is a peer-reviewed academic journal published by the Faculty of Law, Universitas Pamulang, Indonesia. The journal serves as a platform for the publication of high-quality research articles, conceptual papers, case analyses, and critical legal studies addressing contemporary issues across various fields of law. PalRev welcomes scholarly contributions from academics, researchers, legal practitioners, policymakers, and other stakeholders engaged in legal scholarship and legal reform.
The journal publishes original and innovative works in the areas of Criminal Law, Civil Law, Constitutional Law, Administrative Law, Agrarian Law, Economic and Business Law, Islamic Law, Customary Law, International Law, Labour and Employment Law, as well as other related fields of legal studies.
Pamulang Law Review is published twice a year, with issues released in August and November each year.
Open Access Policy
This journal provides immediate open access to its content on the principle that making research freely available to the public supports a greater global exchange of knowledge.

All articles published in Pamulang Law Review (Palrev) are licensed under the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0). Under this license, users are permitted to read, download, copy, distribute, and adapt the published material for non-commercial purposes, provided that appropriate credit is given to the original author(s) and source, and any derivative works are distributed under the same license.
Article Processing Charges (APCs)
Pamulang Law Review (PalRev) welcomes the submission of high-quality manuscripts from scholars, researchers, practitioners, and policymakers worldwide.
Article Submission Fee
Article Submission: 0.00 (IDR)
Authors are not required to pay any fee at the time of manuscript submission. All submitted manuscripts undergo an initial editorial screening and a rigorous double-blind peer-review process without charge.
Article Publication Charge (APC)
Article Publication Charge (APC): IDR 700,000
The Article Publication Charge (APC) is payable only after a manuscript has successfully completed the peer-review process and has been formally accepted for publication by the Editorial Board.
The APC contributes to the costs associated with the editorial and publication process, including but not limited to:
- Editorial management and manuscript handling;
- Double-blind peer-review administration;
- Copyediting and language editing;
- Layout editing and typesetting;
- DOI registration and metadata management;
- Online publication and long-term digital archiving;
- Website maintenance and journal management systems;
- Indexing support and dissemination of published articles.
The payment of APCs does not influence editorial decisions. All manuscripts are evaluated solely on the basis of their academic merit, originality, relevance, and contribution to legal scholarship.
Reader Access
All published articles are freely accessible worldwide. Researchers, practitioners, policymakers, libraries, and the general public may read, download, copy, and distribute the full text of articles without subscription fees or access restrictions.
Plagiarism Policy
Pamulang Law Review maintains a strict policy against plagiarism and all forms of academic misconduct.
Authors must ensure that:
- Submitted manuscripts are original works;
- All sources, quotations, and ideas derived from other works are properly cited;
- The manuscript is not simultaneously submitted to another journal;
- Proper acknowledgment is given to all sources that have contributed to the research.
Similarity Checking Process
All submissions undergo plagiarism screening through both manual and software-assisted review.
The process includes:
- Editorial assessment of citations, quotations, references, and originality;
- Similarity checking using plagiarism detection software such as Turnitin or equivalent systems;
- Evaluation of similarity reports by the editorial team.
Manuscripts showing excessive similarity, plagiarism, self-plagiarism, fabricated citations, or other unethical practices may be rejected immediately.
As a general guideline, the journal expects a similarity index of no more than 20%, excluding references, quotations, and standard legal terminology.
Archiving Policy
Pamulang Law Review (PalRev) is committed to ensuring the long-term preservation, accessibility, and integrity of its published scholarly content. The journal recognizes the importance of maintaining the scholarly record and providing sustainable access to legal research for academics, researchers, legal practitioners, policymakers, and the wider public.
1. Institutional Digital Preservation
All content published in Pamulang Law Review is maintained and preserved through the journal's digital infrastructure managed by the Faculty of Law, Universitas Pamulang. Regular data backups, security protocols, and system maintenance are implemented to protect published materials and ensure their long-term availability.
2. PKP Preservation Network (PKP PN)
Pamulang Law Review utilizes the PKP Preservation Network (PKP PN) as part of its digital preservation strategy. This distributed preservation service ensures that published articles remain securely archived and accessible, even in the event of technical failures, server disruptions, or journal platform discontinuation.
3. Repository and Indexing Preservation
Published articles may be archived, harvested, and preserved through reputable academic databases, indexing services, and repositories, including but not limited to:
- Garuda (Garba Rujukan Digital);
- Google Scholar;
- Dimensions;
- Crossref;
- National and international indexing services;
- Other recognized scholarly repositories and databases.
4. Author Self-Archiving Policy
Authors are encouraged to deposit and disseminate the final published version of their articles through institutional repositories, personal academic profiles, research networking platforms, and other non-commercial repositories.
Authors should include:
- Complete bibliographic information;
- DOI information (where applicable);
- A link to the official version of the article published in Pamulang Law Review.
5. Long-Term Access Commitment
Should Pamulang Law Review cease publication in the future, the Faculty of Law, Universitas Pamulang remains committed to maintaining permanent public access to all previously published content through institutional preservation systems, digital repositories, and preservation networks to ensure the continuity of scholarly access and citation.
Retraction, Withdrawal, and Correction Policy
Policy Statement
Pamulang Law Review is committed to maintaining the integrity, accuracy, and reliability of the scholarly record. When necessary, the journal may issue corrections, withdrawals, retractions, or other notices to preserve publication ethics and public trust.
All actions will be conducted in accordance with the principles of the Committee on Publication Ethics (COPE).
Article Retraction
An article may be retracted when significant violations of publication ethics are identified, including:
- Plagiarism;
- Self-plagiarism;
- Duplicate publication;
- Fabricated or falsified data;
- False authorship claims;
- Serious ethical misconduct;
- Significant errors affecting the reliability of the research.
When an article is retracted:
- A formal Retraction Notice will be published;
- The original article will remain accessible for scholarly transparency;
- The PDF version will be clearly marked as "Retracted";
- Readers will be informed of the reason for retraction.
Retraction Procedure
- Allegations are submitted to the Editor-in-Chief.
- The editorial team conducts an investigation following COPE guidelines.
- Authors are given an opportunity to respond.
- The Editorial Board reviews the findings.
- A final decision is issued.
- If necessary, the author's institution or relevant authorities may be notified.
- A Retraction Notice is published in the journal.
Article Withdrawal
Withdrawal may occur before publication when:
- The manuscript was submitted in error;
- Duplicate submission is discovered;
- Ethical concerns are identified;
- Authors request withdrawal for valid reasons.
Requests for withdrawal must be submitted in writing to the editorial office.
Article Correction
Pamulang Law Review may publish corrections when:
- Minor errors affect the interpretation of the article;
- Author information is inaccurate;
- Important information requires clarification;
- Publishing errors are identified.
Corrections may take the form of:
Publisher Correction (Erratum)
Issued when the error originates from the publisher or production process.
Author Correction (Corrigendum)
Issued when the error originates from the author(s).
Addendum
Issued when additional information is required to clarify or supplement the published work.
Article Removal
In exceptional circumstances, an article may be removed if it:
- Violates applicable laws;
- Contains defamatory content;
- Infringes intellectual property rights;
- Is subject to a court order;
- Creates serious legal or security concerns.
In such cases, article metadata will remain available, while the content will be replaced with a removal notice.
Article Replacement
If a published article contains serious errors that may affect public understanding or scholarly use, authors may request replacement with a corrected version.
A replacement notice will be published together with a clear record of the changes made to the original article.
